Not safe at all , but there are some few safe area but rent is too expensisive.
the good side is there are alot of colleges in same area and almost 45 min to DC by car. Living there without a car is a joke becaue of its bad public transportation system .

بالنسبه لي المدينة غير امنه وخطره بالليل ! اسعار السكن بالاماكن الامانه مو اقل من 1200$ اتكلم عن استديو !!
خدمات ترفهية عادية جدا اغلب السعودين لايقضون الاجازة فيها نظرا لعدم وجود الاماكن الترفهيه
المناخ ممتاز والموقع ايضا ممتاز قريبة من واشنطن وفرجينا ونيويورك

Safety can be an issue depending where you stay. If you can afford paying >$1500 a month then you can stay at the Harbor East area which is the safest coolest fanciest spot in BaltimoreCity. But you can find very nice houses and a some what safe neighborhoods for less than
